Running it using Locale Emulator seemed to work for some reason, even though my System was set to Japanese…issue resolved
I tried using AppLocale but it doesn’t seem to work. I installed the english patch to the proper diractory and yet it still does the above error. Is Locale Emulator the only way to run it? Since i’d rather not switch my Locale as that’s what i’ve used AppLocale for and its proven quite useful so far, just not in this case unfortunately… :<

For those wondering why u get a title error after launching the game, do this steps.(Win10)
1. Search/Go to control panel
2. Click clock and region > region
3. Click the administrative tab
4. Click change the system locale > choose Japanese(japan)
5. Restart ur pc
