I had the same problem
download locale emulator (first page that pops up). After installing it right click on the executeable, hover over the “locale emulator” and click on “run in japanese”. It´s needed for a lot of these types of games

I had to use winrar instead of the program I was using before and then if you set your computer’s region to japan it should work out
